If the board shall think that a pardon should be granted, it shall certify to the governor this fact, together with the reasons which prompted the board to make this recommendation. At the first meeting of the board, it shall organize by electing one of its members president and another secretary. The president shall preside at the meetings, and in his absence, any other member selected by the board at the meeting at which the president is absent shall act as president. The secretary shall keep all the minutes of the board and shall receive a compensation of ten dollars a day and expenses for each day the board is in session.
